bills drafted by Mr. Perlman and which were passed by the
General Assembly, were those creating a Merit System appli-
cable to the State offices and employees; creating a Central
Purchasing Bureau for all State Departments, and institu-
tions; providing for increases in the pay of school teachers
and of the police force of Baltimore City; revising the Work-
men 's Compensation Laws; and the bill introducing modern
plans for drainage.

At the request of the Governor, Mr. Perlman drafted the
bill passed at the special session of 1920 providing facilities
for the registration and voting of women.

Mr. Perlman is a member of the law firm of Marbury &
Perlman.

Silver Spring, Maryland.

Edward Brooke Lee, the eldest son of Blair Lee and Anne
Clymer Brooke Lee, was born October 23rd, 1892.

He lived with his father at Silver Spring, Maryland, at-
tending public and private schools until he was fifteen years
old, at which age he entered Pomfert School, Pomfert Center,
Connecticut, graduating there in 1912, then entering Prince-
ton University and completing the Freshman year of the
Class of 1916. He left Princeton to work in his father's office
during the day, his father then being United States Senator
from Maryland, and at night attended the law school at
'George Washington University, Washington, D. C., and grad-
uated from that institution with the degree of LL.B. in June,
1917. In 1914 he married Elizabeth Somerville Wilson,
daughter of Joseph B. and Jeannette Yates Clagett Wilson,
of Upper Marlboro, Maryland. They have two sons, Blair
Lee III and Edward Brooke Lee, Jr.

In June, 1912, Brooke Lee enlisted in F Company, First
Maryland Infantry, at Hyattsville, Maryland. He held all
enlisted and commissioned grades up to Captain in the First
Maryland Infantry, serving as Company Commander during
the Border Service in 1916. He commanded K Company
when the First Maryland was called for European war service,
and was placed in command of K Company, 115th Infantry,
when that Regiment was organized from the Maryland Na-
