LIQUOR LICENSE COMMISSIONERS.

Note:—There being no further duties for the purposes for which this
Board was created, by reason of the enactment of the Federal
Prohibition Law, no appointments thereon were made by the Gov-
ernor in 1920.

The Commission under the State law consists of three members.
On the adoption of the Prohibition amendment to the Federal Consti-
tution two of the former commissioners resigned. Joseph Y. Brattan
continued in office without pay until the decision of the Court of Ap-
peals was rendered declaring that despite the Constitutional amend-
ment all persons or concerns dealing in liquors in this State under the
Volstead law were still required to obtain Maryland licenses. In the
interest of economy at the request of the Board of Estimates of Bal-
timore Governor Ritchie decided to reappoint Mr. Brattan as chairman
of the board, and further named Mr. Kerr to membership with the
understanding that he was to attend to the clerical duties of the
board, leaving vacant the position, of third member of the board and
obviating the necessity of employing clerical help.
