violater shall be fined not less than twenty-five dollars, nor more than
fifty dollars. The Board has power to annul certificates for intoxica-
tion while on duty.
It is also the duty of the Board to visit all steam plants wherein
licensed engineers are employed and ascertain if such plants are being
run with proper skill and care.

it is the duty of this Board to examine all applicants for appoint-
ment to or promotion in the Police Force of Baltimore City, and to
certify lists to the Police Commissioner from which all appointments
and promotions are to be made. This is done by holding competitive
examinations from time to time as the eligible lists expire, to find out
the qualification of the person seeking appointment or promotion.
