186 MARYLAND MANUAL.

Govermor, with consent of Senate, appoints three for a term of two
years from the first Monday in May.

No licenses to sell intoxicating liquors other than by wholesale trad-
ers, distillers, brewers, rectifiers and bottlers of fermented liquors shall
be granted in the City of Baltimore except by the Board of Liquor ^
License Commissioners, and only to citizens of the United States of
temperate habits and good moral character who have complied with
the requisites of law.
