to lie on the table, the subject which it is proposed to amend
goes there with it. This does not apply to a motion to amend
the Journal, and a subject out of which a question of order
may arise, where the appeal is laid upon the table, thereby
sustaining the decision of the Chair; and a bill or other propo-
sition where the motion to reconsider a vote thereon is laid on
the table. This motion may be repeated at every new stage of
a bill or proposition) and upon any proceeding having been
had touching its merits.

TO POSTPONE INDEFINITELY.
(See Rule XXVIII.)

Takes precedence of all other motions except to adjourn, to
go into Executive Session, and to lay on the table; opens the
whole question to debate. The motion cannot be amended.
When a question has been postponed indefinitely, the same
cannot be acted upon again during the session, the effect of the
motion being to adjourn the subject sine die. This motion can-
not be made but once on the same day and at the same stage
of the question.

TO POSTPONE TO A CERTAIN DAY.

This motion follows in order of precedence after the motion
to indefinitely postpone, and permits of only limited debate
upon the propriety of postponement; may be amended; can be
reconsidered.
TO COMMIT.

Follows in order of precedence after the motion to post-
pone. Its equivalent in the Senate is the motion to refer. It
opens the whole question to debate; may be amended by the
addition of instructions, or by striking out one committee and
inserting another; can be reconsidered.

TO RECOMMIT.

Is next in order of precedence; has the same force and effect
of motion to commit, except that it cannot be amended by the
substitution of any other committee than the one from which
it was reported.
