The Governor, wjth the consent of the Senate, appoints the Superin-
tendent of Public Education for a term of four years from the first
Monday in May (Ch. 466, 1902). The Superintendent appoints all
officers in his office.
The State Board of Education is appointed by the Governor, with
the consent of the Senate, as follows: Two biennially for a term of
