This Commission is appointed by the Governor to compile a list of
all blind persons in the State, with a record of their ages and financial
condition, together with the cause and extent of their blindness, their
capacity for educational and industrial training and such other facts as
may seem of value, and report the same to the Governor not later than
December 31, 1907. Their report shall contain their recommendations
for improving the condition of the adult blind in this State as to them
may seem advisable (Ch. 290, 1906).
