SKETCHES OF MEMBERS OF THE SENATE. 28l

Senator Shannon resides in Frostburg, where the Republican
majority runs all the way from 500 to 800, and yet he carried it
by 353, showing that from four to five hundred Republicans,
esteemed him so highly that they abandoned their own party
candidate to vote for him. No greater compliment could have
been paid him than this almost unanimous endorsement of his
neighbors. To those who know the Senator, however, this was
not considered remarkable. No man possesses to a greater
degree the faculty of making friends.

He served as Register of Wills for six years in an acceptable
manner to the people of Allegany, and at the expiration of his
term was nominated and elected to the Senate of Maryland.
At this election he was again the sole successful Democratic
nominee. His services in the Senate are well known and appre-
ciated by the citizens of the entire State. He was on very many
of the important committees and no member was held in higher
esteem by his fellow members. While on all party matters he
could be relied on to protect the interests of his party he was too
broadminded to neglect the interests of the State at large- He
was instrumental in having much good legislation in the inter-
ests of his constituents. Senator Shannon has frequently been
named as an available candidate for the Democratic nomination
for Congress from the Sixth District.

Anne Arundel County—LUTHER H. GADD, Democrat—An-
napolis.

Senator Gadd is a native of Caroline County, but since
1892 has resided in Annapolis. He was Clerk of the Circuit
Court for Caroline County two terms, at the expiration of
which he was appointed State Librarian by Governor Brown.
He was a member of Governor Lloyd's staff.

Baltimore City (First District)—JAMES YOUNG, Democrat—
Baltimore City.

Senator Young was born in Baltimore July 5, 1848, and
educated in private schools and Irving College. He is a pub-
lisher and editor of the Baltimore Telegram.

Baltimore City (Second District)—CLARENCE W. PERKINS,
Democrat—Baltimore City.

Clarence Warwick Perkins, State Senator from the Second
Legislative District of Baltimore City, is a lawyer, and was
born in Chestertown, Kent County, Maryland, March 18, 1871.
He is a son of Eben F. Perkins, late of Kent County. Sena-
