The Insurance Commissioner is appointed by the Board of Public
Works fora term of four years from the date of his qualification. All
employees of the office are appointed by the Commissioner. (Chapter

The Insurance Commissioner is charged with the duty of the en-
forcement of the laws of the State relating to Fire and Marine Insur
ance and all laws governing life insurance.
