consideration.
RULE xxx.

Every Committee shall have leave to report by bill or
otherwise.
RULE XXXI.

No Committee shall sit during the sitting of the House
without special leave.

RULE XXXII.

On an election of any officer of trust or profit no ballot shall
be counted unless the person for whom it be given be nomi-
nated to the House before the balloting be commenced, except
as may be otherwise provided for by the Constitution.

RULE XXXIII.

When a blank is not filled up, and different sums, numbers
or times shall be proposed, the question shall betaken on the
largest sum or number, and on the longest time.

RULE XXXIV.

Upon calls of the House, or on taking the yeas and nays,
the names of the members shall be called by counties, accord-
ing to seniority.

ON BILLS AND RESOLUTIONS.

RULE XXXV.

Every bill shall be introduced on bill paper in the regular
form, which shall be read the first time, and then referred by
the Speaker to its appropriate Standing Committee or Select
Committee, unless otherwise ordered; and it shall be the
province and duty of said committee to report said bill
either favorably or unfavorably, with or without amendment.
When the bill is reported with amendment, the amendment
proposed shall be on separate paper and attached to the
original bill, and, upon such report, the bill shall be placed
upon its second reading. The Journal Clerk shall keep the
minutes of proceedings in the House, and with the aid and
co-operation of the Chief Clerk, make out, subject to the
