COMMITTEE OF THE HOUSE.

RULE XLVI.

The House shall be resolved into a Committee of the Whole
House on the condition of the State for the consideration of
bills or Joint Resolutions of a general character by a majority
vote upon motion made and seconded, as usual, designating
the subject-matter for consideration therein, which commit-
tee may orignate bills or resolutions.

RULE XLVII.

In forming a Committee of the Whole House the Speaker
shall leave his Chair, and a Chairman to preside in Commit-
tee shall be appointed by the Speaker.

RULE XLVIII.

Upon Bills and Resolutions being committed to a Commit-
tee of the Whole House, the same shall be first read through-
out by the Clerk, and then again read and debated by clauses,
leaving the title and preamble to be last considered. The
body of the Bill or Resolution shall not be defaced or inter-
lined, but all amendments, noting the page and line, shall be
duly entered by the Clerk on a separate paper, as the same
shall be agreed to by the Committee, and so report to the

House.

RULE XLIX.

The Rules of Proceedings in the House shall be observed in
a Committee of the Whole House, so far as applicable.

RULE L.

The officers of the House shall be one Chief Clerk, one
Reading Clerk, one Journal Clerk, one Sergeant-at-arms, one
Postmaster, one Assistant Postmaster, five Assistant Clerks,
one Keeper of Cloak Room, three Doorkeepers, three Pages,
five Folders, three Chaplains.

The Speaker shall appoint a suitable person to be Assistant
Janitor, also a Messenger to the Printer, and Messenger to the
Speaker, and shall provide, by appointment, such employees
as may be found requisite and necessary for the care and
custodianship of the rotunda, committee rooms and lavatory.
