166 MARYLAND MANUAL.

reading of the Journal by unanimous consent, or on motion of
a committee claiming jurisdiction, or on the report of the com-
mittee to which the bill has been so originally referred.

RULE XXXVII.

Every bill shall receive three readings in the House on
three different days of the session, previous to its passage,
unless two-thirds of the members elected to the House other-
wise determine; the first of which readings shall be by the
title only, unless a majority of the House shall otherwise
order.

RULE XXXVIII.

All bills of a local character, and of a partial operation,
received from the Senate or originating in the House, shall
be referred to the proper local delegation, except in cases
when the delegation consists of only two members, in which
case the Speaker shall name another member, making a com-
mittee of three.

RULB XXXIX.

All bills which, on a third reading, shall be committed
either to Committee of the Whole House or other committee,
shall be considered as upon their second reading, when
reported back to the House, with amendments, otherwise as
upon their third reading, in the same state as when com-
mitted.

Bills committed or recommitted on their second reading
shall occupy the same position when reported back as when
committed or recommitted.

RULE XL.

All resolutions which have been read once and are entitled
to a second reading, and all bills which have been once or
twice read and are entitled to a second or third reading by the
Rules of the House, shall be arranged every morning agree-
ably to seniority by the Clerk, placed on the Speaker's desk,
taken up by them in due order, the date of their last reading
announced, and read a second or third time, although no
motion for a second or third reading may have been made.

RULE XLI.
The Speaker shall appoint the following committees:
