RULES OF THE HOUSE OF DELEGATES 131

RULE LI.

All resolutions and orders requiring the expenditure of
money, and all other resolutions and orders except those
providing for leaves of absence, or relating to adjournment
or recess and. such others as in the judgment of the Chair are
of such a character as to require immediate action, shall be
referred to their appropriate committees.

RULE LII.

The manual of parliamentary practice in this body, in all
cases in which the rules thereof may be applicable and not
inconsistent with the standing rules and orders of this House,
shall be "Reed's Parliamentary Rules."
