undebatable, the motion to reconsider is undebatable. The
vote on a motion to reconsider cannot be reconsidered. A
motion to reconsider a vote on an undebatable question is in.
order when another has the floor, but cannot be then con-
sidered. It takes precedence of all other motions except to
adjourn or to go into Executive Session. The effect of the
motion to reconsider is to suspend the original proposition;
but should the Senate finally adjourn with this motion pend-
ing upon any bill or other measure, it leaves the original
proposition operative. A motion to reconsider having once
been put and decided, it is not in order to repeat the motion
unless the original proposition has been amended since the
first motion. When a motion to reconsider prevails, the
question immediately recurs upon the question reconsidered.
A vote on a vetoed bill, and a vote on a motion to suspend
the rules, cannot be reconsidered.

MOTION TO RECONSIDER AND LAY ON TABLB.
This motion is usually made after the final vote determin-
ing any measure, though it may be made after each vote at
any stage of the measure. The motion is put in the following
form: "That the vote last taken be reconsidered, and that
the motion to reconsider be laid on the table." This motion
having been decided in the affirmative, no reconsideration
can take place. The motion is not debatable and cannot be
amended.
