are of such a character as to require immediate action,
shall be referred to their appropriate committees.

RULE LII.

The manual of parliamentary practice in this body, in
all cases in which the rules thereof may be applicable and
not inconsistent with the standing rules and orders of this
House, shall be " Reed's Parliamentary Rules."
