Which several motions shall have precedence in the order
in which they are arranged. A motion to strike out the
enacting words of a bill shall have precedence of a motion
to amend; and, if carried, shall be equivalent te its rejec-
tion ; and when a question is postponed indefinitely, the
same shall not be acted on again during the session.
RULE XIX.
There shall be a motion tor the previous question, which
being ordered by a majority of the members present, shall
preclude all further debate and bring the House to a direct
vote upon the immediate question or questions on which it
has been asked and ordered. It may be asked and ordered
upon any debatable motion or a series of motions to, and
embracing the main question if desired.
RULE XX.
On a motion for a previous question, or a motion to lie
on the table, or a motion to adjourn, there shall be no
debate. And all incidental questions arising after either of
these motions have been made, and pending the same, shall
be decided, whether upon appeal or otherwise, without
debate.
RULE XXI.
Every question shall be entered on the Journal, and the
yeas and nays shall be taken when required by five mem-
bers, and after the voting shall have commenced on any
question, or the Clerk has commenced the roll-call on any
question, resolution, order or bill upon which the vote is
required to be taken by yeas and nays, debate shall not be
entertained nor any motion received or propounded by the
Speaker until the conclusion of the vote and announcement
of the result.
RULE XXII.
Any member "may call for the division of the question,
which shall be divided, if it comprehends propositions in
