but the favorable or unfavorable character only of such
reports shall be placed on the Journal.
RULE XLIV.
No standing rule or rules of the House shall be suspended
unless by unanimous consent or by vote of two-thirds of the
members present, to be ascertained by a call of the yeas and
nays, except as may be otherwise required by the Constitution.
RULE XLV.
It shall not be necessary, in organizing the House of Dele-
gates, to require the presence of any former officers, except
the Chief Clerk, the Reading Clerk and Doorkeepers, and
no other of the former officers shall receive compensation for
attendance.
COMMITTEE OF THE HOUSE.
RULE XLVI.
The House shall bo resolved into a Committee of the
Whole House on the condition of the State for the considera-
tion of bills or Joint Resolutions of a general character by a
majority vote upon motion made and seconded, as usual,
designating the subject-matter for consideration therein, which
committee may originate bills or resolutions.
RULE XLVII.
In forming a Committee of the Whole House the Speaker
shall leave his Chair, and a Chairman to preside in Committee
shall be appointed by the Speaker.
RULE XLVIII.
Upon Bills and Resolutions being committed to a Committee
of the Whole House, the same shall be first read throughout
by the Clerk:, and then again read and debated by clauses,
leaving the title and preamble to be last considered. The
body of the Bill or Resolution shall not be defaced or inter-
lined, but all amendments, noting the page and line, shall
be duly entered by the Clerk on a separate paper, as the
