M:". McCauley, from the committee on the Judiciary re-
ported favorably Senate bill entitled, an Act to authorize
Thomas J. White, and others of Howard, county, to convey
certain lands to Joseph Blew, and others.
Which, was read the second time.
On motion of Mr. Frazier, Mr. Markey in the chair,)
The Senate bill entitled., an Act to repeal section 3, of ar-
ticle 98, of the Code of Public General Laws, in so far as it
may relate to Anne Arundel county, and to repeal section
211, of article 2, of the Code oi Public Local Laws, and to
re-enact the same with amendments;
Was taken up for consideration, on its third reading.
Mr. Miller of Anne Arundel county, submitted the follow-
ing amendment:
Amend by striking out all after the enacting clause, and
insert, "That the first section of the Act of 1865, chapter
87, entitled., an Act to amend and re-enact sections 55 and
58, of article second, of the Code of Public Local Laws, re-
lating to the sale of spirituous liquors to minors and persons
of color in the city of Annapolis, be and the same is hereby
repealed, and that the said 55th section of the said article of
the Code of Public Local Laws, he and. the same is hereby
amended so as to read as follows:
Section 55. It shall not be lawful for any person, whether
licensed, to 'sell spirituous liquors or not, to sell or dispose of,
barter or give, directly or indirectly, -within the corporate
limits of the city of Annapolis or within five miles thereof,
any spirituous or fermented liquors or cordial'; of any kind,
or in any quantity whatever, to any youth or minor under
the age of twenty-one years, without the written order of the
parent or' guardian of such minor, nor to any midshipman
or student connected with or attached to the Naval Academy
of Annapolis, or under orders to join or to leave the said
Academy, nor to any student connected, in the St. John's
College: and any person violating the provisions of this sec-
tion shall lie liable to indictment in the Circuit court for Anne
Arundel county, and upon conviction thereof' shall be lined a
sum not less than one hundred dollars nor. more than five
hundred dollars, and also be imprisoned in the county jail
for not less than five days, and be confined in the county
jail until the said fine and coats of prosecution shall be
paid,
Section 2. And be it enacted, That sections 59 and 60 of
the said second article, of the Code of Public Local Laws, be
and the same are hereby amended and re-enacted so as to
read as follows:
