This House recommends this gentleman to the Govern-
ment of the United States for a patent fur killing rebels
against the Government;
Mr. Roberts moved to refer the resolution to the committee
on Militia;
Decided in the negative.
The question then being on the adoption of the amendment
It was decided in the negative.
Mr. Foster submitted the following amendment:
Amended so as to read after the words "Blessing and Son,"
to add " Ishmael Day, of Baltimore county,"
On motion of Mr. Buhrman,
The subject was referred to Messrs. Buhrman, Hoffman and
Shaw.
The hour of one o'clock having arrived, the House took up
for consideration the order of the day, being the bill to re-
peal the 16th and 29th sections, of 74th article, of the Code
of Public General Laws, relating to Pilots;
Said. bill being on its second reading,
Mr. Lee submitted the following amendment:
Amend section 16 by inserting after the words "Baltimore
City," inline 3, "except vessels engaged exclusively in the
coasting trade;"
Mr. Tull, submitted the following amendment to the
amendment:
Amend section 1, line 3, by inserting the following, "And
the West India Trade;"
Decided in the negative.
The question recurring upon the adoption of the amend-
ment submitted by Mr. Lee,
It was decided, in the affirmative.
The said bill was then read the second time and ordered to
he engrossed for a third reading.
On motion of Mr. Lee,
The rules were suspended, and the bill, by special order,
read the third time and passed by yeas and nays, as follow
