92 JOURNAL OF PROCEEDINGS [Jan. 18, BY THE SENATE, January 18, 1866, Gentlemen of the House of Delegates: We propose with the concurrence of your Honorable Body that the Standing Committees of the two Houses on Federal re- lation shall act conjointly on certain subjects contained in the Governor's message, requiring legislation and referred to said committee, By order, C. HARWOOD, Secretary. Which was read. Mr. Smith, of Allegany county, submitted the following message: BY THE HOUSE OF DELEGATES, January 18, 1866. Gentleman of the Senate: We have received your Message proposing, that the Stand- ing committee of the two Houses on Federal Relations shall act conjointly on certain subjects contained in the Governor's Message requiring legislation, and respectfully concur therein. By order, WM. R. COLE, Chief Clerk, Which was read, assented to, and sent to the Senate. The bill entitled, an act to refund a certain sum of money paid into the State Treasury erroneously; by John M. Bond, of Baltimore county; Was read the third time, and passed by yeas and nays as follow:
