REPORT.
To the Honorable,
The Senate and the House of Delegates of Maryland:

The undersigned the committee on Federal Relations, by
instruction of the two Houses, were directed to act con-
jointly on certain topics contained in the message of the
Governor. In pursuance of these instructions, your com-
mittee would respectfully submit the following report:
The first of these topics contained in the message relates
to the Naval Academy. From the annual report of the Sec-
retary, of the Navy, we learn that the territorial accommo-
dations are deemed insufficient to accommodate the academy
in all its purposes, and it is recommended to locate it at
some other point with enlarged accommodations. Your com-
mittee fully concur with his Excellency, the Governor, in the
opinion, that all the power of the Legislature of the State,
will be done to afford all requisite facilities to this Institu-
tion, and feel assured that all the land desirable and desired
for its use, can be obtained around the harbor of Annapolis,
on as reasonable terms as elsewhere, and feel confident that
superior water facilities suitable for the purpose, cannot any
where else be obtained. In view of these facts, your committee
indulge the hope that no proposal for the removal of the
academy from its present location will be entertained, until
it shall be ascertained that sufficient facilities cannot be had
at this point.
Your committee suggest, that the attention of our repre-
sentatives in the Congress of the United States, be requested
to this subject, and the best exertions solicited in this behalf,
and that his Excellency, the Governor, be requested to pro-
cure and furnish such information as they may desire on the
subject.
