REPORT OF COMMITTEE 01 ELECTIONS ON THE MEMORIALS OF SUNDRY CITIZENS OF QUEEN ANNE'S COUNTY, RELATING TO THE REGISTRATION LAW. To the Honorable, the Senate of Maryland; The committee on Elections, to whom was referred the memorials of- sundry residents of Queen Anne's county, ask- ing the Legislature of Maryland to repeal an Act, passed at January session, 1865, known as the Registry Law, and also asking the repeal of certain sections of Article first, of the Constitution, relating to the Elective Franchise, have had the several subjects therein contained, under consideration, and would respectfully submit the following report: The principle of government is inseparable from the con- stitution of human nature and essential to the safety of hu- man society. A variety of forms of government have been instituted among men in different periods and stages of human pro- gress. The earliest was the Theocratic, from which was modeled the constitutional monarchy. The next was the Patriarchal, from which was modeled the form., of absolute monarchy and despotism. These two were the antetypes of the forms of government which existed prior to the Christian Era and in their worst forms, the latter for many centuries |
