Mr. Earle moved to postpone the further consideration of the order to 12 o'clock to-morrow; Determined in the negative by yeas and nays as follow:
Mr. Clarke submitted the following: The Senator from Allegany having moved the following order, to wit: "Ordered, that no Senator be allowed to speak more than five minutes on any subject during this sitting of the Sen- ate;" Mr. Clarke, from Prince George's, raised the following point of order, that although the Senator from Allegany had a right to offer the order, yet the Senate could not vote upon the order and adopt it to-day, because it is a reversion of the 7th Rule of the Senate, and no motion to rescind a rule shall he received unless notice of the motion shall have been given on a previous day. The President of the Senate, (the Senator from Allegany being in the chair,) decided against the point of order, and ruled that the order of the Senator from Allegany was not embraced within the 28th Rule of the Senate, and that the order could be voted on without notice of the motion having been given on a previous day; Mr. Turner moved to lay the point raised, by Mr. Clarke on the table. Mr. Earle moved to adjourn; |
