MEMORIAL. To [he General Assemble of Maryland: The Memorial of the undersigned, citizens of .Maryland, represents that the effect of the provision of the Constitution. and Law, relating to the Registry of Voters in this State, has been to disfranchise permanently a large majority of those, who, before the adoption of these measures, were entitled to exercise the right of voting. The circumstances under which these restrictions were im- posed, no longer exist, and it is contrary to the spirit of Re- publican Institutions to compel men to bear the burdens of a Government, in which they have no voice. Therefore, we re- spectfully Petition your Honorable Body to repeal or modify the Law so that all persona, who, under the old Constitution were entitled to vote, shall hereafter he allowed to exercise that right, upon taking the oath of allegiance to the Govern- ment of the United States, and to the State of Maryland.
