140 JOURNAL OF PROCEEDINGS [Jan. 31, Mr. Eaton submitted the following amendments: Section 2, line 2, strike out "ten" and insert "five. Strike out all between the word "wards," in line 3, to and including the word "district," in line 14, and insert the fol- lowing: "Whereof wards number 1,2,3 and 4, shall constitute the first district, and wards number 5, 6, 7 and 8, shall consti- tute the second district, and wards number 9, 10, 11 and 12, shall constitute the third district, and wards number, 13, 14, 15 and 16, shall constitiite the fourth district, and wards number 17, 18, 19 and 20 shall constitute the 5." Which were read and. adopted. Mr. Frazier submitted, the following amendment: "And Dorchester shall bo two districts, to he divided by the county commissioners of said county," Which was read and adopted. Mr. Eaton submitted the following amendment: Section 3, add the following: "He shall also appoint a Board of Control and Review of three suitable persons for each assessment district of Baltimore city; each board shall have the power to .appoint a competent clerk who sliall also act as clerk to the commission for their respective districts, and the said clerk shall he allowed such compensation as a majority of the assessors and Board of Control and Review may deem just and right; Which was read and adopted. Mr. Ohr, moved the bill be engrossed for a third reading; Determined in the negative. Mr. Eaton submitted the following amendment : Line 13, section 9, after the word "securities" insert "and Bonds of this and other States held by parties in this State, at their market value, as quoted at the Baltimore Stock Board, on the 15th day of July next," Which was read and adopted. Mr. Billingsley, of St. Mary's, moved to adjourn; Determined in the negative by yeas and nays as follow:
