All Hills reported to tills House by a Committee shall be printed in bill form; but bills of a local character shall not be printed unless ordered by a special vote of the House. XL VII. Reports of Committees on subjects of a private or local na- ture shall not, in future, be entered in extenso, on the Jour- nal; but the favorable or unfavorable character only, of such Reports, shall be placed on the Journal.
