1866.] OF THE HOUSE OF DELEGATES. 471 We, the undersigned, feeling deeply grieved by the action of this House in its appropriation of fifty dollars extra post- age stamps to each member of this General Assembly, be- lieving as we do that it is in violation of implied obligation. to the Constitution; and believing that virtue is the highest attribute of public servants, that a lack of purity on the part of legislators will inevitably induce derelictions in other departments of the Government; Therefore, we most respectfully but earnestly, protest against said appropriation.
