38            VOTES and PROCEEDINGS, November, 1796.

    A petition from Vachel Stevens, of the city of Annapolis, stating, that William Hanson, in his
life-time, paid into the treasury £. 60 10 for Lot No. 65, in Annapolis, which he purchased of the
state agent as confiscated property, but that it belonged to citizens of this state, and not liable to
confiscation; that he hath purchased the same, together with the claim for the money so erroneously
paid into the treasury, and praying the treasurer may be directed to return the same, was preferred,
read, and referred to Mr. Ridout, Mr. Key, Mr. Oneale, Mr. Wallace and Mr. Brogden, to
consider and report thereon.
    On the second reading the bill to settle and pay the civil list, and other expences of civil government,
the question was put, That the treasurer of the western shore be allowed the sum of £. 600
per annum?  Resolved in the affirmative.
    On progression in reading the said bill, the question was put, That the treasurer of the eastern
shore be allowed the sum of £. 200 per annum?  Determined in the negative.
    The question was then put, That the said treasurer be allowed the sum of £. 150 per annum?
Resolved in the affirmative.
    On further progression in reading the said bill, the question was put, That the auditor-general be
allowed the sum of £. 250 per annum?  Determined in the negative.
    The question was then put, That the said auditor-general be allowed the sum of £. 200 per annum?
Resolved in the affirmative.
    On further progression in reading the said bill, the question was put, That the printer to the state
be allowed the sum of £. 500 per annum?  Determined in the negative.
    The question was then put, That the said printer be allowed the sum of £. 450 per annum?
Resolved in the affirmative.
    On further progression in reading the said bill, the question was put, That the messenger to the
council be allowed the sum of £. 75 per annum?  Resolved in the affirmative.
    On motion, the question was put, That the house reconsider the second clause in the said bill?

So it was determined in the negative.
    On motion, the question was put, That the house reconsider that part of the second clause of the
said bill which relates to the salary of the auditor?  Resolved in the affirmative.
    On motion, the question was put, That the sum of £. 50 be added to the salary of the auditor?
Resolved in the affirmative.
    The following was proposed as an amendment to the said bill, to wit.  " And whereas it appears
that the necessaries of life have risen considerably in this state, Be it therefore enacted, That ------
per cent. be added to each of the above salaries as settled for the ensuing year, as an additional
compensation for their services, except the auditor and the messenger to the council."
    On the second reading, the said proposed amendment, the question was put, That the blank be
filled up with 15 per cent.?  Determined in the negative.
    On motion, the question was put, That the said blank be filled up with 12 per cent.?  Determined
in the negative.
    On motion, the question was put, That the said blank be filled up with 10 per cent?  The yeas
and nays being required, appeared as follow:
