    Mr. Chapman, from the committee, brings in and delivers to Mr. Speaker a bill, entitled, An
act for the relief of Anne Dent and Theodore Dent, administrators of Peter Dent, late of Charles
county, deceased; which was read the first time and ordered to lie on the table.
    Mr. Brown, from the committee, brings in and delivers to Mr. Speaker the following report:
    THE committee to whom was referred the petition of Matthew Hawkins, and others, of Queen-Anne's 
county, report, that they have examined the facts stated in said petition, and are of opinion
that leave should be given to bring in a bill to carry the object of the sid petition into effect.  All
which is submitted.

    The following message being prepared, was sent to the senate by the clerk.

By the HOUSE of DELEGATES, November 17, 1796.
        GENTLEMEN OF THE SENATE,
    THE recovery of the bank stock due us in England is an object of serious consequence to the
state; we have thought an inquiry into the present situation of our claim indispensably necessary, and
propose a conference with your house on the subject, and have nominated Mr. Robert Smith, Mr.
Philip B. Key, Mr. Henry H. Chapman, Mr. Allen B. Duckett and Mr. David McMechen, conferrees
to meet any gentlemen you may think proper to appoint for that purpose, in order that satisfactory
information, if practicable, may be laid before the legislature.
                                          By order,                                              W.  HARWOOD, clk.
    On motion, Leave given to bring in a bill for the better administration of justice in the several
counties of this state.  ORDERED, That Mr. Ridout, Mr. McMechen, Mr. Wilson, Mr. Key
and Mr. Smith, be a committee to prepare and bring in the same.
    On motion, Leave given to bring in a supplement to the act, entitled, An act to regulate and discipline
the militia of this state.  ORDERED, That Mr. Chapman, Mr. Hopewell, Mr. Smith,
Mr. Johnson, Mr. Butcher, Mr. Spencer and Mr. Whittington, be a committee to prepare and
bring in the same.
    The following message and resolution were read and assented to.
By the HOUSE of DELEGATES, November 17, 1796.
        GENTLEMEN OF THE SENATE,
    THE appointment of a senator for this state in the senate of the United States has became vacant
by the resignation of Richard Potts, Esquire, and as an early day is of the utmost importance,
we propose on the 21st day of November instant to proceed to the election of the said senator, and
send you a resolution of this house for that purpose.
                                          By order,                                                W.  HARWOOD, clk.
By the HOUSE of DELEGATES, November 17, 1796.
    RESOLVED, That the 21st day of November instant be appointed to choose one senator to
represent this state in the senate of the United States, to be a resident of the western shore, and the
person on the said shore having a majority of votes of all the attending members of both houses be
declared duly elected to represent this state in the senate of the United States; and that a commission
issue to the said senator, appointed as aforesaid, signed by the governor for the time being, or in his
absence by the presiding member of the council, in the following words, to wit:  The legislature of
Maryland reposing especial confidence in your integrity and abilities, hath appointed you senator to
represent this state in the senate of the United States, for the remainder of the term for which
Richard Potts was elected, agreeably to the constitution of the United States.  Given under my
hand and seal of this state, anno domini --------.
                                          By order,                                                W.  HARWOOD, clk.
The house adjourns until to-morrow morning 9 o'clock.

F    R    I    D    A    Y,    November 18, 1796.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The message and resolution respecting the appointment of a senator to the United States were sent
to the senate by the clerk.
    A petition from sundry inhabitants of Baltimore county, members of the German Presbyterian
and Lutheran congregations, praying they may be authorised to raise a sum of money by lottery to
complete a house of public worship, was preferred, read, and referred to Mr. Carroll. Mr. Worthington
and Mr. Merryman, to consider and report thereon.
    A petition from Conrod Whiteman, of Queen-Anne's county, late a soldier in the Maryland line,
praying compensation for his services, was preferred, read, and referred to Mr. Butcher, Mr. Spencer
and Mr. Oneale to consider and report thereon.
    A petition from John McComas, of Harford county, praying compensation for damages sustained
by a road passing through his land, was preferred, read, and referred to Mr. Montgomery, Mr. Prall
and Mr. Jarrett, to consider and report thereon.
    Mr. Ridout, from the committee of elections and privileges, brings in and delivers to Mr. Speaker
the following report:
    THE committee of elections and privileges, to whom was referred the remonstrance of Thomas
Bond, of Daniel, of Harford county, stating, that John Montgomery, a delegate returned for
Harford county, ought not to hold his seat in the legislature of this state, inasmuch as he was not,
