of the United States. and he is hereby released from the payment of the fifteen per cent. on paying the interest of six per cent. on the the principal sum due from the said George, as collector aforesaid. By order, W. HARWOOD, clk. Which said bill and resolution were severally read the first time and ordered to lie on the table. The president communicates to the senate a letter of this day from his excellency the governor of this state, enclosing letters from the governor of Virginia, mentioning a resolution of the legislature of that state proposing an annual interchange of the laws passed by the respective states, and also a resolution proposing amendments to the constitution of the United States; which were severally read and referred to the consideration of the house of delegates, and sent thither by the clerk. The resolution respecting the election of a senator to represent this state in the senate of the United States, was read teh second time by especial order, assented to, and sent to the house of delegates by the clerk. S A T U R D A Y, November 19, 1796. Eager Howard, Esquire. The honourable John Chesley, Esquire, appeared in the senate, and qualified before Allen Quynn, Esquire, one of the justices of the peace for Anne-Arundel county, agreeably to the constitution and form of government and laws of this state. The proceedings of yesterday were read. The clerk of the house of delegates delivers to the clerk of the senate the following message and resolution: UPON the communications made by the executive of the proceedings of the general assembly of the commonwealth of Virginia on the subject of amendments tot he constitution of the United States, we think a candid interchange of sentiments with your house might facilitate the deliberations which this important question involves, we therefore propose a conference on this subject, and have appointed Mr. Philip B. Key, Mr. Robert Smith, Mr. James Carroll, Mr. James B. Robins and Mr. Horatio Ridout, to meet such gentlemen as you may think proper to nominate, if you accede to this proposition. By order, W. HARWOOD, clk. adjust the depreciation of pay that may be due to John Usher Charlton, late paymaster in the Maryland line, and the treasurer of the western shore is hereby authorised and empowered to issue a certificate to the said John Usher Charlton for the principal sum so stated due by the auditor, with interest from the day of issuing the same. The resolution in favour of George Richardson, was read the second time by especial order, assented to, and sent to the house of delegates by the clerk. The following message was prepared, read and agreed to, and sent to the house of delegates by the clerk. WE accede to your proposition of a conference upon the communications made by the executive of the proceedings of the general assembly of Virginia on the subject of amendments to the constitution of the United States, and have appointed Charles Carroll, of Carrollton, William H.
