56            VOTES and PROCEEDINGS, November, 1796.

    The clerk of the house of delegates delivers to the clerk of the senate the following resolution:

By the HOUSE of DELEGATES, December 31, 1796.
    RESOLVED, That the auditor of this state, on or before the first day of October next, liquidate
the claims of the citizens of this state against William and Robert Molleson, and ascertain the
proportions which each shall be entitled to out of the monies arising from the sale of their confiscated
property, and the said auditor shall thereupon draw orders on the treasurer in favour of the said creditors
for their respective proportions; provided that notice be given by the said auditor in at least
two of the news-papers of this state for three weeks successively, for the creditors of the said Mollesons
to exhibit their claims on or before the first day of June next; and no claim exhibited subsequent
to that period shall be liquidated by him.

    Which was read the first and second time by especial order and dissented from, and sent to the
house of delegates by the clerk.
    The following message was prepared, read and agreed to, and, with the bill and amendments
therein mentioned, was sent to the house of delegates by the clerk.
By the SENATE, December 31, 1796.
        GENTLEMEN,
    WE have reconsidered our amendments to the bill for the relief of sundry insolvent debtors, and
adhere to the first and second; and as to the fourth and fifth amendments, we have so far receded as
to substitute instead of three fourths two thirds in value of the creditors.  We also consent that
Alexander Leslie be retained in the bill.
                                                        By order,                                  A.  VAN-HORN, clk.
    The resolution in favour of the chancellor and judges, the resolution appointing commissioners to
view the ground from the city of Washington to the city of Annapolis, the resolution respecting an
office for the examiner-general of the eastern shore, and the resolution in favour of Ninian Pinkney,
were sent to the house of delegates by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate the following resolutions:
By the HOUSE of DELEGATES, December 31, 1796.
    RESOLVED, That the sum of twenty thousand dollars be advanced out of the treasury of the
western shore to the agent of this state, to be by him applied in the purchase of six per cent. stock
for the use of this state, and that the treasurer advance the same, or such part thereof as teh governor
and council shall from time to time require in writing to be advanced.
    And, whereas there may remain a considerable sum of unappropriated money in the treasury of the
western shore, after an honourable discharge of all our engagements; therefore, RESOLVED, That 
from and after the first day of July next, the treasurer of the western shore advance to the agent of
this state all such sums of money, not exceeding twenty thousand dollars, as shall remain unappropriated 
in the treasury, or so much thereof as the governor and council shall from time to time
think proper and require in writing to be advanced, to be by him laid out in the purchase of six per
cent. stock for the use of this state, and the said agent to be allowed a commission, not exceeding
one per cent. and provided that such draught or draughts shall never diminish the actual unappropriated
money in the treasury below thirty thousand dollars.

    Which were read the first and second time by especial order and assented to, and sent to the house
of delegates by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate the bill, entitled, An act
for the payment of the journal of accounts, thus endorsed; " By the house of delegates, December 
" 31, 1796:  Read the first and second time by especial order and will pass.
                                                        " By order,                                W.   HARWOOD, clk.
    Which was read the first and second time by especial order and will pass, and sent to the house of
delegates by the clerk.
    The clerk of the house of delegates delivers the journal of accounts, thus endorsed; " By the 
" house of delegates, December 31, 1796:  Read the first and second time by especial order and
" assented to.
                                                        " By order,                                W.   HARWOOD, clk."
    Which was read the first and second time by especial order and assented to, and sent to the house
of delegates by the clerk.
        The clerk of the house of delegates returns the resolution respecting an office for the examiner-general
of the eastern shore, thus endorsed; " By the house of delegates, December 31, 1796:
" Read the first and second time by especial order and assented to.
                                                        " By order,                                W.   HARWOOD, clk."
    The clerk of the house of delegates delivers to the clerk of the senate the following resolutions:
By the HOUSE of DELEGATES, December 31, 1796.
    Whereas the late destructive fire at Savanna, in Georgia, has reduced many of its unfortunate
inhabitants to a situation of extreme poverty and misery, the more so in consequence of the inclemency
of the season:  And whereas every dictate of humanity should prompt us to the assistance of our
distressed fellow citizens; therefore RESOLVED, That the governor of this state inform the executive
of the state of Georgia of our resolution to advance the suffering inhabitants of Savanna the sum of
two thousand dollars.
    RESOLVED, That the governor be and he is hereby authorised and empowered to draw on the
treasurer of the western shore for the sum of two thousand dollars, for the relief of the suffering inhabitants
