1796.
    III.   And be it enacted, That George Murdock, Richard Potts, Philip Thomas,
Baker Johnson, Francis Mantz, John McPherson and George Baer, junior,
of Frederick county, and their successors, appointed in the manner herein after
declared, shall be visitors of the school aforesaid, and are hereby declared to be
one community, corporation and body politic, to have continuation for ever, by
the name of The Visitors of Frederick County School, and by that name to sue
and be sued, implead and be impleaded, and to make and have a common seal,
and the same to break, alter or renew, when and so often as they shall think fit.

    IV.   And be it enacted, That the aforesaid visitors, and their successors, or a
majority of them, shall, at any and at all times upon the death, resignation, or
removal from the county, of any one or more of the visitors, appoint other
sensible and discreet man or men of the said county to be the visitor or visitors to
fill the vacancy created by the death, resignation or removal, as aforesaid.

    V.   And be it enacted, That the aforesaid visitors, and their successors, and a
majority of them, shall have, and are hereby invested with, the same rights,
powers and authorities, as the said visitors appointed by the act herein first recited
had, or were intended to have, and shall have and be entitled to, for the purposes
herein declared in this act, all such sums of money which have been or
shall be collected from Frederick county aforesaid, and which were, by the said
first recited act, directed to be paid to the visitors in the said act mentioned, and
which money has not been differently applied or appropriated by any existing law
made since the passage of the said first recited act.

    VI.   And be it enacted, That all such land as has been purchased or laid off
under and by virtue of either of the two recited acts of assembly, shall and is
hereby declared to be invested in the visitors aforesaid, in fee-simple, to them and
their successors, in their corporate capacity, for the purposes of a seminary of
learning in the said county, and for that purpose alone.

    VII.   And be it enacted, That the said visitors, and their successors, or a
majority of them, shall have full power and authority to make fundamental
ordinances for the government of the school or seminary aforesaid, and the education
of the youth, and to appoint such person or persons as they, or a majority
of them, may think proper, to be teacher or teachers of the said school.

    VIII.   And be it enacted, That the said visitors, and their successors, or a
majority of them, shall meet at least twice a year, at such time as shall
be appointed by their own ordinances, in order to examine the progress of the
students and scholars, and to hear and determine on all complaints and appeals,
and all matters touching the discipline of the seminary, and the good and
wholesome execution of their ordinances, on all which occasions a majority at
least of the visitors shall compose a quorum.

    IX.   And be it enacted, That all sums of money declared by this act to be
invested in the aforesaid visitors, and their successors, shall and are hereby
declared to be invested in them, and their successors, in their corporate capacity,
for the benefit of the said school or seminary, to be applied by the said visitors,
and their successors, in completing or erecting any building or buildings for the
use and advantage of the said school, for the payment of a salary or salaries for
the teacher or teachers, and for such other purpose or benefit to the said school
as the said visitors, or their successors, in their judgment shall think most conducive
to that end.

    X.   And be it enacted, That no person shall act as visitor or teacher to the said
school before he shall take the oath of fidelity and support to this state required
by the constitution and laws of this state.

    XI.   And be it further enacted, That the ordinances which shall from time to
time be made by the said visitors, and their successors, with an account of their
