CHAP. XVIII.
A Supplement to the act, entitled, An act to erect a town in
                                Queen-Anne's county.
Passed December
30.
Be it enacted, by the General Assembly of Maryland, That upon the death,
resignation or disqualification, of any of the commissioners of the town
of Centreville, appointed by the act to which this act is a supplement,
or which hereafter may be appointed in consequence of this act, the vacancy
shall be filled by the remaining commissioners, who shall immediately proceed
to the election of a wise, discreet person, residing within the limits of the said
town, whose office, as a commissioner, shall be vacated by his removal from
the town.

    II.  And be it enacted, That the commissioners formerly appointed by the 
aforesaid act, within one month after the present session, and every commissioner
appointed in virtue of this act, before he proceeds to act as such, shall make
oath, or affirmation, as the case may be, before any justice of the peace for the
county aforesaid, that he will diligently and faithfully, to the best of his judgment,
perform the duties of a commissioner of the said town, agreeably to the
directions of this act, and the act to which this is a supplement, without favour
partiality or prejudice; and a certificate of such qualification shall be made and
returned by such justice of the peace to said commissioners, to be filed and recorded
among their proceedings.

    III.  And be it enacted, that the said commissioners shall meet annually at
the court-house in the said town on the first Monday in April, and on the first
Monday in every third month thereafter, and as much oftener as occasion may
require, and when so assembled, the said commissioners shall be and they are
hereby authorised to cause to be removed all nuisances and obstructions that may
interrupt the passage, or injure the health, of the said inhabitants, or others,
in the streets, lanes and alleys, of the said town; to appoint and qualify a clerk,
whose duty it shall be to keep fair and faithful minutes of their proceedings, in
proper and well bound books to be provided by them for that purpose; to cause
a just and fair assessment and valuation of all the real property within the limits
of the said town to be made and returned, annually, between the first day of
April and the first day of May, by the clerk to be appointed as aforesaid, and to
impose and levy on the property so directed to be assessed and valued, such sum
or sums of money, in just and fair proportions, according to the valuation aforesaid.
as the commissioners shall deem necessary for the improvement of the said
town, provided that the whole of the said sum or sums of money, so levied as
aforesaid, shall not exceed, in any one year, the sum of thirty pounds current 
money; to appoint and qualify an active and discreet person to be bailiff to the
said town, and to give him such directions in the execution of his office as shall
be necessary to accomplish the objects of this act; to pay the clerk and bailiff
of said town respectively a reasonable allowance for their services; and generally
to order and promote such regulations and improvements for the benefit of the
said town, as the said commissioners shall determine to be necessary.

    IV.  And be it enacted, That the clerk and the bailiff of the said town shall,
before they proceed to execute their respective offices, make oath, or affirmation,
as the case may be, before the said commissioners, or any one of them, that they
will faithfully and impartially perform the duties required of them by this act,
as clerk and bailiff of the said town, according to the best of their skill and
judgment, and without favour, partiality or prejudice; and the duties of the
said bailiff shall be to attend the meetings of the said commissioners whenever
he shall be required; to perform such services for more effectually accomplishing 
the objects of this act as the said commissioners shall direct; to prevent the tumultuous
and irregular meetings of slaves and negroes, within the limits of the
said town, or if so assembled, to disperse them by reasonable and lawful means,
and to punish, by moderate correction, under such rules and regulations as shall
be prescribed by the said commissioners, all such negro or other slaves as shall be
