    Whereas there may remain a considerable sum of unappropriated money in the treasury of the
western shore, after an honourable discharge of all our engagements; therefore, RESOLVED, That 
from and after the first day of July next, the treasurer of the western shore advance to the agent of
this state all such sum or sums of money, not exceeding twenty thousand dollars, as shall remain unappropriated
in the treasury, or so much thereof as the governor and council shall from time to time
think proper and require in writing to be advanced, to be by him laid out in the purchase of six per
cent. stock for the use of this state, and the said agent to be allowed a commission, not exceeding
one per cent. and provided that such draught or draughts shall never diminish the actual unappropriated money
in the treasury below thirty thousand dollars.
    Resolved in the affirmative, and sent to the senate by the clerk.
    Mr. Robins, from the committee of claims, brings in and delivers to the speaker the journal of
accounts; which was read the first and second time and assented to.
    And a bill, entitled, An act for the payment of the journal of accounts; which was read the first
and second time by especial order, passed, and sent to the senate by the clerk.
    RESOLVED, That the printer to the state be directed to transmit the laws of this and every future
session to the registers of the land-office of the eastern and western shores, agreeably to the mode
prescribed by law for such purposes.
    The clerk of hte senate delivers the resolutions appropriating certain sums of money to the purchase
of six per cent. stock, endorsed; " By the senate, December 31, 1796:  Read the first and
" second time by especial order and assented to.
                                                                " By order,                        A.  VAN-HORN, clk.
    RESOLVED, That all bills, resolutions, reports and petitions, not finally acted upon, shall be referred
to the next session of assembly.
    The following message being prepared, was sent to the senate by the clerk.

By the HOUSE of DELEGATES, December 31, 1796.
        GENTLEMEN,
    WE have finished the business before us, are ready to close the session, and propose to adjourn to
the first Monday of November next.
                                                                By order,                          W.  HARWOOD, clk.
    The clerk of hte senate delivers the journal of accounts, endorsed; " By the senate, December
" 31, 1796:  Read the first and second time by especial order and assented to.
                                                                " By order,                        A.  VAN-HORN, clk."
And the bill for the payment of the journal of accounts, endorsed; " By the senate, December 31,
" 1796:  Read the first and second time by especial order and will pass.
                                                                " By order,                        A.  VAN-HORN, clk."
Ordered to be engrossed.
    Whereas the late destructive fire at Savanna, in Georgia, has reduced many of its unfortunate
inhabitants to a situation of extreme poverty and misery, the more so in consequence of the inclemency
of the session:  And whereas every dictate of humanity should prompt us to the assistance of our
distressed fellow citizens; therefore RESOLVED, That the governor of this state inform the executive
of the state of Georgia of our resolution to advance the suffering inhabitants of Savanna the sum of
two thousand dollars.
    RESOLVED, That the governor be and he is hereby authorised and empowered to draw on the
treasurer of the western shore for the sum of two thousand dollars, for the relief of the suffering inhabitants
of the town of Savanna, and remit the same in such manner as he shall judge most for
their benefit.
    Sent to the senate by the clerk.
    RESOLVED, unanimously, That the thanks of this house be presented to Philip Key, Esquire, in
testimony of our approbation of his conduct in the chair, and of his ability, impartiality and attention,
manifested in the discharge of the various duties assigned him as speaker of this house.
    The clerk of the senate delivers the resolution in favour of the suffering inhabitants of the town
of Savanna, endorsed; " By the senate, December 31, 1796:  Read the first and second time by
" especial order and assented to.
                                                                " By order,                        A.  VAN-HORN, clk."
The house adjourns till 4 o'clock.

P    O    S    T        M    E    R    I    D    I    E    M.

The house met.
    The clerk of the senate delivers the paper bills from No. 1 to 71, except No. 13, 19, 42, 46,
47, 56 and 66, severally endorsed; " By the senate, December 31, 1796:  The engrossed bill
" whereof this is the original read and assented to.
                                                                " By order,                        A.  VAN-HORN, clk."
    Whereas the committee of claims have omitted making the usual allowance to the reverend Mr.
Higinbothom, RESOLVED, That the treasurer of the western shore pay to the said Higinbothom
the sum of fifty dollars, for performing divine service during this session.
    Sent to the senate by the clerk.
    The clerk of the senate delivers the resolution in favour of the reverend Mr. Higinbothom, endorsed;
" By the senate, December 31, 1796:  Read the first and second time by especial order and
" assented to.
                                                                " By order,                        A.  VAN-HORN, clk."
