continue the acts of assembly therein mentioned; which was read the first
time and ordered to lie on
the table.
On motion, ORDERED, That the bill, entitled, An act
for the encouragement of learning in the
several counties of this state, and to establish an uniform system of education,
be published with the
laws of this session for the consideration of the people.

The house met.
The bill to erect Baltimore-town, in Baltimore county,
into a city, and to incorporate the inhabitants
thereof, was read the second time, passed, and sent to the senate by the
clerk.
Mr. Digges, from the committee, brings in and delivers
to the speaker a bill, entitled, An act to
lay out and open a road from a place commonly called Bean-town to Port-Tobacco,
in Charles
county; which was read the first time and ordered to lie on the table.
The clerk of the senate delivers the bill to ascertain
the allowance of the members of the general
assembly, electors of senate, and electors of president and vice-president
of the United States, endorsed;
" By the senate, December 13, 1796: Read the first time and ordered
to lie on the table.

Ordered to be engrossed.
The additional supplement to an act, entitled, An
act relating to public roads in this state, and to
repeal the acts of assembly therein mentioned, was committed for amendment.

1796.
THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read.
Mr. Ridgely, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Robert
Long, of Baltimore county, report,
that after a mature consideration of the petition, and the vouchers laid
before them, they are of
opinion that the petitioner has a fair claim to a considerable deduction
from his bond in the treasury,
but from the complex nature of the subject, and the length of time which
would necessarily be consumed
in the proper investigation of the same, and which at this late period
of the session cannot be
conveniently given by the house, beg leave to suggest the propriety of
deferring the ultimate liquidation
of his claim until next session; and they are the more solicitous to adopt
this mode, when no
inconvenience can be sustained by the state, as the debt of the petitioner
bears interest, and is sufficiently
secured; they therefore submit the following resolution:
RESOLVED, That all proceedings against Robert Long,
and his securities for the sum due
this state on purchases made by him of the property of the late Principio
company, be suspended
until the next session of assembly.
All which is submitted to the house.

to assess and levy a sum of money for the
purpose therein mentioned, was read the second time, passed, and sent

county to assess a sum of money for the
purpose therein mentioned, was read the second time, passed, and sent
to the senate by the clerk.
Mr. Alexander McKim, a delegate returned for Baltimore-town
in the room of Mr. David
