So it was resolved in the affirmative.
    The clerk of the senate delivers an account of seals and taxes received by the register in chancery,
agreeably to an act of assembly, endorsed; " By the senate, December 19, 1796:  Read and referred
" to the consideration of the house of delegates.

The bill to extend the public road leading from Easton, in Talbot county, to Aker's ferry, endorsed;
" By the senate, December 3, 1796:  Read the first time and ordered to lie on the table.

" By the senate, December 19, 1796:  Read the second time and will not pass.

The bill to prevent the exportation of flour not merchantable, and unsound salted provisions, from
the port of Havre-de-Grace, endorsed; " By the senate, December 12, 1796:  Read the first time and
" ordered to lie on the table.

    The house met.
    Mr. Duckett, from the committee, brings in and delivers to the speaker a bill, entitled, An act
to repeal part of the act of assembly therein mentioned; which was read the first time and ordered to
lie on the table.
    Mr. Hopewell, from the committee, brings in and delivers to the speaker a bill, entitled An act 
for the relief of sundry insolvent debtors; which was read the first time and ordered to lie on the 
table.
    RESOLVED, That the further consideration of the bill to erect Baltimore-town, in Baltimore
county, into a city, and to incorporate the inhabitants thereof, be postponed.
    A petition from Philip Casson, of Caroline county, stating, that he was wounded during the late
war, and praying he may be granted half pay as lieutenant from the 27th December, 1788, to the
present time, was preferred, read, and referred to Mr. Driver, Mr. Key and Mr. Young, to consider
and report thereon.
    Mr. Montgomery, from the committee, brings in and delivers to the speaker a bill, entitled, An 
additional supplement to an act, entitled, An act to streighten and amend the post road leading from 
Havre-de-Grace to Baltimore-town; which was read the first time and ordered to lie on the
table.
    On motion, ORDERED, That the bill permitting the proprietors of lots binding on the water at
the west end of the bason in Baltimore-town to extend and improve the same have a second reading
to-morrow.
    Mr. Jones, from the committee, brings in and delivers to the speaker a bill, entitled, An additional
supplement to an act, entitled, An act relative to public roads in this state, and to repeal the
acts of assembly therein mentioned; which was read the first time and ordered to lie on the table.
    The bill to provide for the payment of costs of suit to which the state may be a party was read
the second time and passed.
    The report on the petition of sundry inhabitants of Dorchester county was read the second time,
and the question put, That the house concur therewith?  Resolved in the affirmative, and leave
given to bring in a bill pursuant thereto.  ORDERED, That Mr. S. Frazier, Mr. Pattison and
Mr. Ridout, be a committee to prepare and bring in the same.
    Mr. Wilkins, from the committee, brings in and delivers to the speaker a bill, entitled, A further
additional supplementary act to the act, entitled, An act for marking of highways, and making the
heads of rivers, creeks, branches and swamps, passable for horse and foot, and to repeal the acts of
assembly therein mentioned, so far as relates to Somerset county; which was read the first time and
ordered to lie on the table.
    Mr. William Thomas, from the committee, brings in and delivers to the speaker a bill, entitled,
An act for the regulation of officers and attornies fees; which was read the first time and ordered to
lie on the table.
