On motion, Leave given to bring in a supplement to the
act, entitled, An act directing the proceedings
against persons guilty of fornication. ORDERED, That Mr. Jones,

Wallace, be a committee to prepare and bring in the same.
The clerk of the senate delivers the bill for recording
the deed therein mentioned, and the following
message:

GENTLEMEN,
WE have received your message upon the subject of the
bill, entitled, An act for recording the
deed therein mentioned. The alteration it has undergone in your house
certainly constitutes a new
bill, and precludes us from acting upon it in the manner you propose.
We therefore return the bill
to your house.

A Y, December 16, 1796.
THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read.
A petition from Robert Ramsey, of Baltimore county,
praying a return of a sum of money paid
for land purchased of the late intendant by a certain Joseph Watt, or that
the same may be applied
to his credit for land warrant, was preferred, read, and referred to Mr.
Jarrett, Mr. Wallace and
Mr. McComas, to consider and report thereon.
The bill to authorise and empower the levy court of
Montgomery county to assess and levy annually
a sum of money for the support of Hannah Carter, was read the second time,
passed, and
sent to the senate by the clerk.
Mr. Hall, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Dennis
Griffith, of Anne-Arundel county,
report, that they have taken the same into consideration, and find, from
a statement made by
him, that his expences in making and striking off his map of the state
of Maryland amount to near
four thousand pounds current money, and that he has not been able to discharge
the same by the sale
of his maps, but remains largely indebted, and much involved in his circumstances.
The committee
are of opinion the map of said Griffith is a work of merit, ornament and
utility, and that he
deserves legislative aid and encouragement. The committee refer to
this house the propriety of
granting the petitioner the sum of two thousand dollars on loan, payable
three years hence, and as a
security for repayment also of that sum, and one thousand pounds heretofore
borrowed, the said
Griffith shall deposite one hundred maps with the clerk of each county
in this state, to be by him
sold, and the monies by him received on such sales to be by him annually
transmitted to the treasurer
of their respective shores, on or before the first day of November
in each year, and said clerks to
be allowed two shillings and six-pence on the sale of every map by them
respectively sold, as a compensation
for their trouble; and that the speedy sale of the maps may ensue, the
said maps are to be
sold each for the sum of twenty-five shillings current money. The
committee avoid any opinion on
a subject of such consequence, but that the sense of the house may be fairly
taken, they submit the
following resolution:
RESOLVED, That the treasurer of the western shore
pay unto Dennis Griffith the sum of two
thousand dollars, upon his giving bond to the state of Maryland, in the
penalty of four thousand
dollars, conditioned for the payment of two thousand dollars, payable in
three years from the date
thereof, bearing interest; provided that the said Dennis Griffith shall,
as a further security for repayment
also of that sum, and one thousand pounds heretofore borrowed, deposite
one hundred maps
with the clerk of each county in this state, to be by him sold, and the
monies by him received on
such sales to be by him annually transmitted to the treasurer of their
respective shores, on or before
the first day of November in each year, which said clerks shall be
allowed two shillings and six-pence
on the sale of every map by them respectively sold, as a compensation for
their trouble; and that the
speedy sale of the maps may ensue, the said maps are to be sold each for
the sum of twenty-five
shillings current money; and the product of the sales of said maps shall
be applied to the credit of
the said Dennis Griffith, towards the repayment of the above sum, with
interest thereon, as also for
the sum of one thousand pounds heretofore borrowed by the state by the
said Dennis Griffith; and
when the same shall be respectively repaid, the surplus, if any, shall
be paid over by the treasurer of
the western shore to the said Dennis Griffith, or to his order.
All which is submitted to the house.
