58            VOTES and PROCEEDINGS, November, 1796.

    Mr. Nicholson, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Nathaniel Sliney and Susanna Sliney his
wife, beg leave to report, that they have examined the same, and are of opinion that the sale of the
land as therein prayed for would be highly beneficial to the petitioners, and that an act ought to pass
for that purpose.

Which was read.
    Mr. Handy is excused for absenting himself without leave.
    A petition from sundry inhabitants of Montgomery and Frederick counties, praying an act may
pass appointing commissioners for laying out a road from the state line to lead through Taney-town
and Liberty-town to intersect the road leading from Frederick-town to George-town and the city of
Washington, and that they may be authorised by lottery to raise a sum of money for that purpose,
was preferred, read, and referred to Mr. Shriver, Mr. Oneale and Mr. Reintzel, to consider and
report thereon.
    A petition from the justices of Dorchester county, and others, citizens of the same county, praying
the levy court may be empowered to levy a sum of money for the purpose of purchasing a lot of
ground adjoining the court-house of said county, and to dispose of the buildings thereon, and also for
building a new gaol on the same, was preferred, read, and referred to Mr. S. Frazier, Mr. Pattison
and Mr. Ridout, to consider and report thereon.
    On the second reading the bill to lay out and establish a turnpike from the city of Washington
to Baltimore-town, agreeably to the order of the day, the question was put, That the following
clause be received as an amendment to the said bill?  " And be it enacted, That the said election
for directors shall be held alternately at Baltimore-town and the city of Washington, commencing
at the city of Washington."  Determined in the negative.
    On progression in reading the said bill, the question was put, That the word "meadow" be
struck out? Resolved in the affirmative.
    On further progression in reading the said bill, the question was put, That the following clause
be struck out?  " And provided, that the said road be so laid out as to run through the town of
Bladensburgh, or as near thereto as the nature and situation of the ground and the public convenience
will admit, and by William Spurrier's tavern, if the nature and situation of the ground and
the public convenience will admit, as aforesaid."  The yeas and nays being required, appeared as
follow:

So it was resolved in the affirmative.
    On further progression in reading the bill, the question was put, That the following clause be
struck out?  " And provided, that the said road cross Patapsco river at the ferry heretofore held by
Edward and Samuel Norwood, as established by William Hammond, Edward Gaither and Zachariah
Maccubbin."  Resolved in the affirmative.
    On motion, the question was put, That the following clause be received as an amendment to the
said bill?  " Provided, that the said road shall run through the town of Bladensburgh, and by William
Spurrier's tavern."  Determined in the negative.
    ORDERED, That the further consideration of the said bill be postponed till to-morrow.
    The clerk of the senate delivers the resolution in favour of John Leatherbury, endorsed; " By
" the senate, December 2, 1796:  Read the first time and ordered to lie on the table.
                                                            " By order,                                  A.  VAN-HORN, clk.
" By the senate, December 8, 1796:  Read the second time and assented to.
                                                            " By order,                                  A.  VAN-HORN, clk."
The resolutions appointing commissioners relative to the western and southern limits of this state,
endorsed; " By the senate, December 1, 1796:  Read the first time and ordered to lie on the table.
                                                            " By order,                                  A.  VAN-HORN, clk.
" By the senate, December 8, 1796:  Read the second time and assented to with the proposed amendment.
                                                            " By order,                                  A.  VAN-HORN, clk."
    Amendment proposed.  Strike out the first resolve and insert " Whereas by a resolution passed at
the last session of the general assembly of Maryland, William Pinkney, William Cooke and Philip
Barton Key, Esquires, were appointed commissioners on the part of this state to meet such commissioners
as may be appointed for the same purpose by the commonwealth of Virginia, to settle and
adjust, by mutual compact between the two governments, the western and southern limits of this
state, and the dividing lines and boundaries between this state and the said commonwealth; and also to
