VOTES and PROCEEDINGS, November, 1796.
On motion, the question was put, That leave be given
to bring in a bill to extend Light-street to
Forest-street, in Baltimore-town, under the limitations and restrictions
therein mentioned? Resolved
in the affirmative.
ORDERED, That Mr. Key, Mr. Carroll, Mr. McMechen, Mr.
Ridout and Mr. Ridgely, be a
committee to prepare and bring in the same.
Mr. James Winchester, a delegate returned for Baltimore-town,
in room of Mr. Robert Smith,
appeared, and after qualifying in the mode prescribed by the constitution
and form of government,
and taking the oath to support the constitution of the United States, took
his seat in the house.
Mr. Baker, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
relating to negroes, and to repeal the acts of assembly therein mentioned;
which was read the
first time and ordered to lie on the table.
A petition from John McPherson, lieutenant-colonel of
the 15th regiment of militia, praying to
be reimbursed the sum of £. 31 18 8 which he incurred in the purchase
of a substitute to supply
the place of a certain John Hoffman who was draughted, was preferred, read,
and referred to Mr.
Brother, Mr. Oneale and Mr. J. C. Thomas, to consider and report thereon.
A petition from Eleanor Davidson, and others, praying
an act may pass confirming the division
made by John Mackall Gantt with the commissioners of the city of Washington,
as also the subdivisions
made with the adjoining proprietors, and to proceed on in subdividing with
the proprietors
with whom he has not divided, was preferred, read, and referred to
Mr. Key, Mr. Reintzel and
Mr. Ridout, to consider and report thereon.
A petition from George Murdock, and others, praying
they may be authorised to dispose of the
real estate of Eleanor Charlton, late of Frederick county, deceased, for
the payment of her debts,
was preferred, read, and referred to Mr. Brother, Mr. Key and Mr. Oneale,
to consider and report
thereon.
Mr. Hyland, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Rebecca
Hobbs, of Somerset county, report,
that they have considered the same, and are of opinion that it ought to
be granted, inasmuch as
it will be a benefit to the petitioner, without injuring the interests
of the orphans who have a title
in the lands from which it is proposed to remove timber; should the prayer
not be granted, the
whole of the personal estate which is necessary for the maintenance of
the petitioner and her children
will be swallowed up. All which is submitted.

Which was read the first and second time, and the question

Determined in the negative.
The amendments to the bill for the relief of Anne Dent
and Theodore Dent, administrators of
Peter Dent, late of Charles county, deceased, were read the first and second
time, agreed to, and
the bill ordered to be engrossed.
The amendments to the bill for erecting a new bridge
over Dividing Creek, between the counties
of Somerset and Worcester, were read the second time, agreed to, and the
bill ordered to be engrossed.
Mr. Brother, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Christian
Koon, senior, of Frederick
county, report, that they have considered the same, and find, by an act
passed at February session,
1777, chapter 4, power was vested in the justices of the peace to press
waggons and horses in the
public service on occasions of emergency; that by virtue of this act
three horses, the property of
the petitioner, were taken in September, 1777, and appraised to the sum
of £. 92 10 0 specie, and
died in the service of the state; all which facts are proved to the
committee by certificates and depositions
to the said petition annexed. The committee also find, that the petitioner
has never received
any compensation for the said horses, but the same still remains justly
due to him. They further are
of opinion he ought to be paid, and submit the following resolution:
RESOLVED, That the treasurer of the western shore be
and he is hereby authorised and directed
to pay unto Christian Koon, senior, of Frederick county, or his order,
the sum of £. 92 10 0
current money.
All which is submitted to the house.

for the better administration of justice in
the several counties of this state is postponed till to-morrow.

on yesterday. The proceedings of yesterday
were read.
The message and resolution relative to the appointment
of a senator to represent this state in the
senate of the United States, were sent to the senate by the clerk.
