No. 68, by Delegate Willoner. Title,
A PROPOSAL that no law shall be en-
acted respecting an establishment of reli-
gion; that each person shall have the right
to worship or not to worship; that no per-
son shall be disqualified from public office
or rendered incompetent as a witness or
juror because of his opinion on matters of
religious belief; and that no public funds
shall be spent for the benefit of sectarian
activities or institutions, or institutions in
which any form of racial or religious segre-
gation, discrimination, or bias is practiced.

A PROPOSAL that a person accused of
crime shall be informed of the charge
against him in time to prepare his defense;
shall have the assistance of counsel com-
pensated as the legislature may provide;
shall be confronted with the witnesses
against him; shall have compulsory process
for obtaining witnesses; and shall have a
speedy and public trial before an impartial
jury, the concurrence of at least five-sixths
of whom shall be necessary for a verdict
of guilty except in capital cases where such
verdict shall be unanimous.

A PROPOSAL that to be eligible as a
senator or delegate a person shall hold no
civil or military office under the United
States; shall be a citizen resident in the
State for at least three years, and in the
legislative district which he may be chosen
to represent, for at least one year; and
that to be eligible as a senator said person
shall have attained the age of twenty-five
years, and to be eligible as a delegate, he
shall have attained the age of twenty-one
years.

No. 74, by Delegate Sollins. Title,
A PROPOSAL that the General Assem-
bly shall be a unicameral body meeting for
not more than ninety plenary session days
each year; that the number of legislators
shall be prescribed by law, but in no event
shall be more than one hundred; that legis-
lators shall be qualified voters resident in
the State for at least two years, and at
least twenty-one years old; that legislators
shall be elected for a four-year term from
single-member districts; that legislative va-
cancies shall be filled at special elections;
