DELEGATE POWERS: Mr. President,
I move adoption of today's calendar.

THE PRESIDENT: Committee Recom-
mendation R&P-l was filed several days
ago. You have a printed copy. There is dis-
tributed today the supporting memorandum,
Committee Recommendation R&P-l, which
is 31 pages, to which is attached Appendix
A, Appendix C, nice comfortable reading
for the weekend.
I think all have been printed with the
exception of Appendix C, and that will be
printed and available for you to take with
you before the day is over.
Today is the last day for the filing of
final committee reports. I think all of the
committees are ready to file their final re-
ports.
I have requested some of the committees
to withhold the filing of their reports today
simply because the pressure of completing
the reports has been such, and I think a
day or two more would help polish the
language and make amendment on the

floor unnecessary. At the proper time I will
request the House to extend the time for
the filing of those reports.
In addition, there are a number of loose
ends with various committees and I have
suggested that the committees get in the
principal parts of their reports today,
leaving the loose ends to be picked up in
a supplemental report. These are primarily
reports as to specific proposals. At the
proper time, I will ask the assembly to
permit the filing of those supplemental re-
ports.

These reports will not be read across the
desk this morning. They will be read across
immediately after the noon recess. Are

THE CHAIRMAN: The Committee of
the Whole will please come to order.
We have under consideration Committee
Recommendation JB-1 under Debate Sched-
ule 4. Under consideration at the time of
recess last evening was section 5.11. We
will return to a consideration of that sec-
tion. It is still subject to amendment. The
Chair has four more amendments to pre-
sent.
