92 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 18]
THE PRESIDENT: Your inquiry is per-
tinent if and when we reach the point of
discussing the possible amendment. I do
not think it is pertinent now.
Any discussion of the motion to suspend
the rules ? Are you ready for the question ?
All those in favor, signify by saying Aye;
contrary. No. The Noes seem to have it. The
Noes have it. Delegate Bard.
DELEGATE BARD: Mr. President, might
one ask for a roll call vote ?
THE PRESIDENT: Yes. Does one?
DELEGATE BARD: I do.
THE PRESIDENT: Delegate Bard, would
you take the microphone, please?
DELEGATE BARD: Mr. President, I ask
for a roll call vote.
THE PRESIDENT: You may have it if
you are supported by ten seconders.
I think it would be better if you would
rise so that we can see if there are ten.
There are, clearly. A roll call vote on the
previous question. The question arises on
the motion to suspend the rules so as to
permit Delegate White to speak for two
minutes, or not more than two minutes, in
support of his motion to take from the table
the report of the Rules Committee with re-
spect to Rule No. 5.
Signify your votes. Have all delegates
voted? Does any delegate desire to change
his vote? If not, the Clerk will record the
vote.
There being 70 votes in the affirmative
and 65 in the negative, the motion is carried.
The chair recognizes Delegate White, but
before you speak may I ask if there is a
second to Delegate White's motion to take
from the table the report of the Committee
with respect to Rule 5? Is there a second?
DELEGATE MITCHELL: I second.
THE PRESIDENT: Delegate Mitchell
seconds. Delegate White.
DELEGATE WHITE: Mr. President, I am
a delegate from the Fourth District. I find
it a bit confusing to have the Rules Com-
mittee present a rule which theoretically
was well thought out before its presenta-
tion to this august body, and then to rep-
resent a version of this, asking for a
change, and then to come before us and
say that they have found it possibly un-
wise to present and support the change.
In discussing this issue with the delegate
a few minutes ago, he stated that a storm
had arisen because of this proposal, which
is now on the table, and I told him that if
the storm had arisen, it somehow escaped
me. I have been here every day in this Con-
vention, and, Mr. President, I am opposed
to a steam roller in this Convention. I wish
to participate in the decision-making in
this room, Mr. President, and, of course, on
the question of my group, I would like to
see one of us as a vice-chairman on one of
these committees, and at this point, Mr.
President, I am not sure as to whether we
are in a better position to have a Negro
vice-chairman of this fine Convention if he
is going to be appointed or elected. Regard-
less of whether the motion prevails or not,
or is taken from the table, I think we should
think this thing out and we could start mak-
ing decisions in caucuses outside of this
organization and bring them here where we
can debate them. Thank you.
THE PRESIDENT: Thank you. The ques-
tion now arises on the motion to take from
the table the report of the Committee on
Rules, Credentials, and Convention Budget
with respect to a possible amendment to
Rule 5. A vote Aye is a vote to take from
the table and to reopen the report to dis-
cussion. A vote No will not take it from the
table. Are you ready for the question ? Cast
your votes. Have all delegates voted ? Does
any delegate desire to change his vote ? The
Clerk will record the vote.
There being 16 votes in the affirmative
and 118 votes in the negative the motion is
lost. The amendment is rejected.
Are there any other motions or resolu-
tions? Delegate Bamberger?
DELEGATE BAMBERGER: Mr. Presi-
dent, there is on the desk of each delegate
a commentary on the second report of the
Committee on Rules, Credentials, and Con-
vention Budget.
THE PRESIDENT: Is this an announce-
ment or a motion?
DELEGATE BAMBERGER: This is a
resolution which, if it were here, I would
place before the Convention. Accompanying
that commentary was the second report,
which I presume should be introduced at
this point on the agenda in order that it
be considered two days hence. My point is
to assure that when and if we find that
report, which accompanies the commentary,
that it may be placed before us today.
THE PRESIDENT: I am sorry, but the
Chair does not have a copy of it. If you
