904 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 16]

I understand that the amendment pro-
posed by Delegate Singer is now printed
and available, but rather than take that up
at the present time, I think we can do so
after the luncheon recess. The Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report.

THE CHAIRMAN: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. The motion is carried.

(Whereupon, at 12:29 P.M. the Commit-
tee of the Whole rose, and the Convention
reconvened.)

(The mace was replaced by the Sergeant-
at-Arms.)

PLENARY SESSION
NOVEMBER 16, 1967—12:29 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole
the Chair reports that the Committee of
the Whole had under consideration Com-
mittee Recommendation JB-1, still has it
under consideration, and desires to sit
again. The Chair recognizes Delegate
Powers.

DELEGATE POWERS: Mr. President,
I move we recess until 2:00 P.M.

THE PRESIDENT: Is there a second?

Just a second. The Chair recognizes
Delegate Bennett.

DELEGATE BENNETT: I would like
to note my presence.

THE PRESIDENT: Before we take the
vote on the adjournment, all delegates not
present at roll call desiring to indicate
their presence do so now on the roll call
board.

The Clerk will record the supplementary
roll call.

The Chair recognizes Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, Ladies and Gentlemen of the Con-
vention: the Committee on the Legislative
Branch will meet for its lunch and a con-
tinued meeting right after this recess.
Please bring your lunch into the committee
room. We would like to meet throughout
the lunch period today.

THE PRESIDENT: Delegate Boyer.

DELEGATE BOYER: Mr. President,
your Committee on General Provisions will
also have a working luncheon. After con-
sultation with the Honorable Chairman of
the Personal Rights Committee, there are
several very important matters that I
should bring to the attention of the General
Provisions Committee. These are very ma-
jor matters that we must consider, and I
seriously urge everyone to attend.

THE CHAIRMAN: Delegate Frederick,
did you desire to be recognized?

(There was no response.)

THE PRESIDENT: Are there any other
announcements?

(There was no response.)

All those in favor of the motion to recess
until 2:00 P.M. signify by saying Aye; con-
trary, No. The Ayes have it. It is so
ordered.

(Whereupon, at 12:31 P.M., the Conven-
tion iras recessed to reconvene fit 2:00 P.M.
on the same day.)

dent, I am indeed pleased to announce that
we have with us in the gallery immedi-
ately to the rear of the rostrum, twenty-
nine students, seniors from the Calvert
County High School, accompanied by their
teacher, Mrs. Marguerite Gettier, and her
