about the omission of that word in the

tempt was to dovetail the power to tax
here with the language that is being used

is establishing another agency. In what
way, if any, would the public school system
be affected by this agency?

THE CHAIRMAN: I am not at all sure.
DELEGATE CASE: I am not, either.
DELEGATE PULLEN: I think it is a
legitimate question. I want to know what
power this legislation would give this
group, specifically the power to change or
to alter in any way the operation of the
public school system of the State.
THE CHAIRMAN: I am not sure that
I understand your question at all. Do you
understand the question, Delegate Case?
DELEGATE CASE: No, sir.
THE CHAIRMAN: Delegate Pullen,
would you restate your question, please?
DELEGATE PULLEN: I just want to
know if in any way this new agency, re-
gional government, will affect the public
school system.
THE CHAIRMAN: The Chair rules the
question is not germane to either the
amendment to modify the amendment or to

DELEGATE CLAGETT: Mr. Chairman,
I want to be sure that my intent is clearly
in the language that we are adding to this
amendment. I would like that amendment
to read, as amended, "unless the intergov-
ernmental authority is governed by the
popularly elected representatives of the
people to that intergovernmental authority."
THE CHAIRMAN: Just a second.

as follows: "unless the intergovernmental
authority is governed by the popularly

the amendment as restated is to insert the
word "popularly," in line 6, before the
word "the" and followed by the word
"elected"; and to insert in line 7, after the
word "people" and before the period, the
words, "to that intergovernmental au-
thority."

DELEGATE HARDWICKE: I would
just like to point out, Mr. Chairman, that
every place in this particular recommenda-
tion that the word "elected" is used the
word or the adverb "popularly" precedes it.
It occurs to me that there is a great deal
of merit in Delegate Clagett's proposal.
THE CHAIRMAN : Is there any further

The question arises on the adoption of
the amendment to the amendment, number
10, to insert in line six, after the word
"the" and before the word "elected" the
word "popularly," and to insert after the
word "people" and before the period in line
7 "to that intergovernmental authority."
