Unfortunately, the Sybert amendment
would exclude Howard County from having
a voice, unless the boundaries were ex-
tended within Howard County, notwith-
standing Howard County's vital interest.

The committee report would have per-
mitted the General Assembly to say, for
example, that as it was giving a previously
established agency an increase in powers
it felt that it was appropriate to give the
people in the area affected, or the area
that had an interest in it, another oppor-
tunity to say whether or not they were
willing to have the powers extended.

The Sybert amendment would forbid the
General Assembly from doing this. The
Sybert amendment would have the effect,
I am afraid, of not letting the people speak.
Therefore, I oppose the Sybert amendment.

THE CHAIRMAN: Any further discus-
sion?

The question arises on the adoption of
Amendment No. 4 as a substitute for
Amendment No. 2 to Committee Recom-
mendation LG-1. A vote Aye is a vote to
substitute Amendment No. 4 for Amend-
ment No. 2. A vote No is a vote against.

If the motion is carried, Amendment No.
4 will be substituted for Amendment No.
2, and then be submitted to your vote. If
the motion fails, you will have before you
Amendment No. 2.

A vote Aye is a vote in favor of the sub-
stitution of Amendment No. 4; a vote No,
a vote against. Cast your vote.

and 82 in the negative, the motion is re-
jected.

DELEGATE KIRKLAND: That is what
I was going to ask you, sir.

THE CHAIRMAN: I will take a mo-
ment to find out.

Delegate Kirkland, did you have two
amendments, by any chance?

DELEGATE KIRKLAND: Just one, sir.
THE CHAIRMAN: Delegate Winslow.

DELEGATE WINSLOW: Yes, Mr.
Chairman.

THE CHAIRMAN: You had offered an
amendment yesterday which upon request
of Delegate Case you had withdrawn. Do
you desire to resubmit that amendment at
any point?

DELEGATE WINSLOW: I do not, sir.
THE CHAIRMAN: You do not?

DELEGATE WINSLOW: I do not in-
tend to submit it.

THE CHAIRMAN: Very well.

The Chair understands that the amend-
ment was not received by Dr. Phillips un-
til five or ten minutes ago, and is being
printed. In the absence of objection we will
proceed to the consideration of any other
amendments of section 7.02 or 7.10.

Are there any other amendments in-
tended to be offered to section 7.02 or 7.10?

In the absence of objection, in order to
save time, the Chair will proceed to a
consideration of other sections and will re-
turn to section 7.10 as soon as Delegate
Kirkland's amendment is printed and re-
ceived.

Section 7.03 is open for amendment. Are
there any amendments to section 7.03?
