806 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 15]

lives of tomorrow's citizens. Help them to
toss aside personal axes they are tempted
to grind in favor of the common good.
Burden them with a sense of high regard
for the life of every human being in Mary-
land who calls himself citizen.

Accept this prayer, 0 God, for the good
of the State and for the sake of the future,
in the name of Christ, our Lord. Amen.

THE PRESIDENT: Thank you.

rise?

DELEGATE CLAGETT: Mr. Chairman,
a point of personal privilege.

THE PRESIDENT: State your privilege.

DELEGATE CLAGETT: Today by the
calendar is November 15, 1967. It happens
to be also the first day, or the opening day
of the quail and rabbit season in this
State.

For the first time in twenty years I find
myself in the position of not being able to
check those natural resources personally.
I am only grateful that we have placed
it in the hands of the Constitution and of
the State.

(Applause.)

THE PRESIDENT: Has every delegate
answered roll call? The Clerk will record
the roll call.

There being a quorum present, the Con-
vention is in session.

The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: Mr. President,
I move the adoption of today's Agenda.

THE PRESIDENT: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

All in favor, signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.

Delegate Boileau.

DELEGATE BOILEAU: I think my
button has been exchanged for the Gov-
ernor's button. It is not working. I was
not recorded on the roll call.

THE PRESIDENT: Delegate Boileau
will be recorded as present.

Legislature, Qualifications of Legislators,
Election of Legislators, Elective Sessions
and Compensation of Legislators.

THE PRESIDENT: The report has
heretofore been referred to the Committee
on Style, Drafting and Arrangement.

Attached to this report, in accordance
with the practice, is a copy of Committee
Recommendation LB-1, so marked, with
string-outs in italics to show the changes
which were made by amendments.

dentials and Convention Budget, Alfred L.
Scanlan, Chairman: A Report regarding a
proposed amendment to Rule 36 [38]* of
the Standing Rules of the Convention.

ferred to the Committee on Calendar and
Agenda.

I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of considering the orders of the day,
in accordance with the Debate Schedules
No. 3 and 4 for control and limitation of
debate.
