804 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 14]

On behalf of the Committee of the Whole,
the Chair reports the Committee of the
Whole still has under consideration Com-
mittee Recommendation LG-1 and desires
to sit again.

The Chair has several announcements to
make, one of very great importance. I think
all of us have been so concentrating on the
reports that have been coming in very
rapidly in recent days that some of the
committee chairmen have been overlooking
the fact that under Rule 28-A [30],* Fri-
day is the day. No more committee recom-
mendations, no final committee recommen-
dations may be received after Friday ex-
cept by the affirmative vote of the majority
of the delegates.

Inasmuch as the rules require that the
committee memorandum be filed with the
committee recommendation, this means
that the Committee on the Legislative
Branch, the Committee on General Provi-
sions, the Committee on Personal Rights
and the Preamble, and the Committee on
Suffrage and Elections must each file in
your supplemental or in the case of one
committee its original report.

I realize all of you are tired, I know we
have been maintaining a very, very
stringent pace in the past week. But we
must do this. I therefore ask each of those
committee chairmen and the staff to work
at night, do everything possible so that the
committee reports, remaining committee
recommendations come in not Friday but
before Friday.

I am glad to announce also arrange-
ments have been made to place phones in
the lounge which are available for dele-
gates for outgoing calls only. The phones
cannot be used to receive incoming calls
and please, therefore, do not give the num-
ber to anyone because it simply will mean
you will not receive the call. The operator
will not put incoming calls through to
these phones. If you have an emergency
and it is imperative that you receive a
message while in the House, you are free
to have a message sent to you in care of
either my office or the secretary's office.
They will see it is brought to you instantly.

the Committee on Personal Rights and
Preamble will meet tomorrow night at 8:00
P.M. to finish up a few odds and ends.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

Delegate Penniman.

DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style will meet this
evening an hour and a half after the close
of this session, 7:45 P.M.

THE PRESIDENT: Are there any
other?

Delegate Moser.

DELEGATE MOSER: Mr. Chairman,
the Local Government Committee will meet
briefly immediately after this session.

THE PRESIDENT: Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Chair-
man, the Committee on the Legislative
Branch will meet tomorrow evening at 7:45

P.M.

THE PRESIDENT: Delegate Dulany.

DELEGATE DULANY: Mr. President,
the Committee on Public Information will
meet tomorrow at 12:30 P.M. promptly.

THE PRESIDENT: Are there any
other?

Before I recognize those who are pres-
ently standing, let me recognize Delegate
Morgan, Chairman of the Committee on the
Executive Branch.

DELEGATE MORGAN: The Committee
on the Executive Branch will meet tomor-
row morning at 9:00 A.M.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

(There was no response.)

Will all delegates present now who were
not present at roll call at the beginning of
the session this afternoon please indicate
their presence on the electronic board.

DELEGATE H. TAYLOR: Mr. Presi-
dent, I rise to a point of personal privilege.
None of us would sleep very well if one of
us did not do this.

One is to welcome you back from Mil-
waukee; secondly, to tell you we missed
you very much; thirdly, to thank you for
what we have learned from the report that
comes out of Milwaukee.
