762 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 14]

On behalf of the Committee of the Whole
the Chair reports that the Committee of
the Whole had under consideration Com-
mittee Recommendation GP-3 and has ap-
proved the Committee Recommendation.

Committee Recommendation GP-3 is re-
ferred to the Committee on Style, Drafting
and Arrangement.

The Chair further reports that the Com-
mittee of the Whole has had under consid-
eration Committee Recommendation LG-1,
still has it under consideration, and de-
sires leave to sit again.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we recess until 2:00 P.M.

THE PRESIDENT: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: The Chair recog-
nizes Delegate Boyer.

DELEGATE BOYER: Mr. President, re-
luctantly but necessarily I must recall the
General Provisions Committee to a meeting
immediately. We will meet from 12:30 P.M.
to 1:00 P.M., and I must sincerely empha-
size it will be incumbent upon every com-
mittee member to be present at that time.

THE PRESIDENT: Delegate Scanlan.

DELEGATE SCANLAN: There is an
important meeting of the Rules Committee
immediately following the adjournment of
this session in the basement of the Shaw
House.

THE PRESIDENT: Delegate E. J.
Clarke.

DELEGATE CLARKE: Mr. President,
I would like to record my presence.

THE PRESIDENT: In accordance with
the previous practice, I will ask all dele-
gates not present during roll call who de-
sire to indicate their presence to do so now
by the roll call board.

Delegate Bamberger.

DELEGATE BAMBERGER: Mr. Presi-
dent, I would like to welcome to this Con-
vention in the gallery above the rostrum
102 students from the 11th and 12th grade
of Western High School in Baltimore who
are here with their teachers, Mrs. Joiner
and Mrs. Milstein.

THE PRESIDENT: We are delighted to
have them here.

(Applause.)

THE PRESIDENT: Are there any fur-
ther announcements?

(There was no response.)

If not, all those in favor of the motion
to recess until 2:00 P.M. signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

(Whereupon, at 12:30 P.M., the Conven-
tion was recessed to reconvene at 2:00 P.M.
on the same day.)

THE PRESIDENT: The delegates will
please come to order.

We have a few matters to attend to in
the Convention. To go back to the agenda,
motions and resolutions: Does the Clerk
have any resolutions?

Resolution No. 20, the Clerk will read
the Resolution.

READING CLERK: Resolution No. 20,
by Delegate Wheatley.

A RESOLUTION to add a new Rule
54A immediately following Rule 54 [58],*
to limit amendments on the third reading.

THE PRESIDENT: Resolution No. 20
is referred to the Committee on Rules, Cre-
dentials and Convention Budgets.

Committee Reports. The Clerk calls my
attention to the fact we are proceeding
illegally.

Roll call. Have all delegates answered
roll call.

(There was no response.)
The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

Committee Reports: Committee Recom-
mendation EB-1. The Clerk will read the
Recommendation.

READING CLERK: Committee Recom-
mendation EB-1, by the Committee on the
Executive Branch, Gerald D. Morgan,
Chairman.

A RECOMMENDATION that the Con-
stitution include an Article establishing the
Executive Branch of the State Government
