I feel it is mandatory that we conserve
our lands, but particularly our marshlands,
and I recommend support of GP-3.

THE CHAIRMAN: Does any delegate
desire to speak in opposition to Committee
Recommendation GP-3?

Are you ready for the question?
(Call for the question.)

The question arises on the adoption or
the approval of Committee Recommenda-
tion GP-3. A vote Aye is a vote in favor
of Committee Recommendation GP-3. A
vote No is a vote against. Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 108 votes in the affirmative
and 21 in the negative, the motion carries.
Committee Recommendation GP-3 is
adopted.

The next item on the calendar is Com-
mittee Recommendation LG-1.

For what purpose does Delegate Ulrich
rise?

DELEGATE ULRICH: Personal privi-
lege, Mr. Chairman.

THE CHAIRMAN: State your privilege.

DELEGATE ULRICH: I would like at
this time to thank the Committee for their
support of this recommendation.

In the balcony is a lady who worked so
very hard. Her name is Mrs. Evelyn Cotton.
She arranged for all the hearings, with a
very severe physical disability, and I would
like her to be recognized at this time.

THE CHAIRMAN: Delighted that she
is here.

(Applause.)

The next item on the calendar is the
consideration of Committee Recommenda-
tion LG-1. You should have before you Com-
mittee Recommendation LG-1, on blue
paper, and Committee Memorandum LG-1,
Debate Schedule No. 3.

As the Chair understands it, there are
no minority reports. Is that correct, Dele-
gate Moser?

DELEGATE MOSER: Yes, sir.

THE CHAIRMAN: The Chair recog-
nizes Delegate Moser, Chairman of the

Committee on Local Government, for the
purpose of presentation of Committee Rec-
ommendation LG-1, and Committee Memo-
randum LG-1.

DELEGATE MOSER: Mr. Chairman,
Ladies and Gentlemen of the Committee of
the Whole:

Beginning with the Committee meeting
on September 15, the Local Government
Committee heard a total of 140 witnesses.
Representatives of all but one county gov-
ernment in the State came to testify be-
fore us. We heard from the mayors of 27
cities, as diverse as Salisbury, Frederick,
Cumberland, Rockville, Glen Arden, Gar-
rett Park and Greenbelt. Private citizens
from various parts of the State also ap-
peared.

We invited by letter all the members of
the General Assembly to appear, and a
number of them did so.

We also heard from state governmental
representatives, experts in the field of gov-
ernment, and several Maryland Congress-
men.

In between our public hearings of wit-
nesses, and afterwards, for a concentrated
period of four weeks, the Committee de-
bated, drafted and redrafted the provisions
which have ultimately resulted in the Com-
mittee Recommendation which you have
before you.

I need not tell this Committee of the
Whole the nature of the membership of the
Local Government Committee. You all are
aware of our backgrounds by now, and I
think that you know that it is representa-
tive of the makeup of this Convention, par-
ticularly with respect to the parts of the
State from which the members come.

In consultation with a number of dele-
gates from other committees who were par-
ticularly interested in the local government
article, we arrived at the Committee Rec-
ommendation. It represents a consensus. We
believe that the sections included in it are
technically sound and will work efficiently.

As you can see from the Committee
Memorandum, and I refer to the summary
of recommendations starting on page 4, a
good number of decisions on these sections
were by unanimous votes; in some cases
by an 18 to 1 vote.

This is not to suggest that every word
in the Recommendation represents a first
choice of each member of the Committee,
but at the end, substantially all members
