by accepting it, we are adding even more
unnecessary language to the Constitution.
THE CHAIRMAN: Delegate Bothe.
DELEGATE BOTHE: Mr. Chairman, I
might say as co-sponsor of the amendment
that my intention was to shorten the length
of the total document, rather than to en-
gage in some of the questions and argu-
ment as to whether it was necessary to
write further, and for that reason I would,
as one of the sponsors, prefer to withdraw
the entire proposition if the result will
only be to lengthen the Constitution.
THE CHAIRMAN: I would suggest that
you confer with your co-sponsor and then
advise the Chair what action you jointly
intend to take. Delegate Scanlan.
DELEGATE SCANLAN: In the inter-
est of parliamentary simplicity, since Dele-
gate Chabot's amendment is really not an
amendment to our amendment and comes
after our amendment, it would be in order
if our amendment were defeated, I will
defer to my charming co-sponsor and will
stand on our amendment. Vote it up or
down.
THE CHAIRMAN: Delegate Chabot's
amendment is as you state not an amend-
ment to your amendment. It is a perfect-
ing amendment. The primary question, I
think, is in order. It may be adopted prior
to consideration of your amendment.
For what purpose does Delegate Weide-
meyer rise?
DELEGATE WEIDEMEYER: Mr.
President, I have ordered the identical
amendment that Delegate Chabot has or-
dered, and it would be duplication for both
of them. I would be glad to join on his and
have mine withdrawn before it is printed,
to same time and printing.
THE CHAIRMAN: I have asked the
page to distribute the amendment marked
"BB". The amendment will be Amendment
No. I, offered by Delegates Scanlan and
Bothe. The Chair will rule that it is im-
proper to combine the two amendments in
one, and will therefore eliminate the sec-
ond amendment, on lines 4 and 5.
The only portion of the amendment be-
fore you will be that on lines I and 2. In
order to get the record straight, I will ask
the Clerk to read the amendment.
READING CLERK: Amendment No. I
to Committee Recommendation S&E-I by
Delegates Scanlan and Bothe: on page I
strike out all of lines 9 through 11; and on
page 2 strike out all of lines 15 through 25.
THE CHAIRMAN: Amendment No. I
as so modified is now before you. Is the
amendment proposed by Delegate Chabot
now printed? Delegate Chabot, can you in-
form the Chair whether your motion is
now printed?
DELEGATE CHABOT: I assume not,
since I do not yet have a copy.
THE CHAIRMAN: Delegate Weide-
meyer, is your amendment, which was the
same as Delegate Chabot's, printed?
DELEGATE WEIDEMEYER: I just
ordered it printed probably a moment be-
fore Delegate Chabot ordered his.
THE CHAIRMAN: For what purpose
does the delegate inquire?
DELEGATE WEIDEMEYER: Parlia-
mentary inquiry.
THE CHAIRMAN: State the inquiry.
DELEGATE WEIDEMEYER: You
asked the Clerk to read the amendment. He
read it in its entirety, and I believe you
had instructed him to read just the first
line so that we would now have what is
before us.
THE CHAIRMAN; Would the Clerk
please read again the amendment which
consists only of lines I and 2 on Amend-
ment No. 1?
READING CLERK: Amendment No. I
to Committee Recommendation S&E-I, by
Delegates Scanlan and Bothe: on page I of
Committee Recommendation S&E-I strike
out all of lines 9 through 11.
THE CHAIRMAN: That is the amend-
ment before you. Because there was no ob-
jection, you also have before you an un-
printed amendment to section I, which is
the primary question. This is a perfecting
amendment. It is in order. Delegate Cardin.
DELEGATE CARDIN: Mr. Chairman,
I would like to speak to both amendments
if I may at one time.
THE CHAIRMAN: Let me make sure
everyone understands the question before
you. The perfecting amendment is to add
to section I, on lines 9, 10 and 1I of Com-
mittee Recommendations S&E-I, after the
word "referendum" and before the period,
the words "as set forth in this article".
That has been moved and is seconded
and is before you.
